The Persian government was a charismatic monarchy( king/rulers could decide everything that happened in the government)
Kings were also believed to be directed by god, it was their duty to unite the people (1)
Their kingship is Grange by Ahura Mazda (1)
The empire was divided into 20 provinces or satrapies
Each province was controlled or ruled by a satrap or governor who governed in the behalf of the emperor
The emperor sent spies, known as “the king’s ears” to listen out for treachery and to check if the satraps were sending all the taxes
Also things as special inspectors would travel through the provinces
Imperial post road connected the cities/provinces
There were post stations where there would be new horses allowing the king to travel 1677 miles a week (2)
Darius the Great sent his man to Egypt to study the law, the resulting laws were called “Data” (3)
The Persian empire was the first empire to try and govern many different types of racial groups on that everybody had equal responsibilities and rights for all citizens (4)
So the idea was that if you paid your taxes and kept peace with the king you could have your own local religions customs or trade

So if Persia did conquer groups of people they are seen as equal under the eyes of the government in that if the kept peace and paid taxes they were not discriminated against and could also follow their own religion locally .
When Cyrus began conquering,one of the first civilizations he conquered was Babylon unlike the Assyrian kings Cyrus ruled with mercy.
One example of this is when he let the Hebrew people ,who were captives in Babylon for over fifty years . (5)
Cyrus let them go back to the holy land in Jerusalem ,instead of making them into slaves
Cyrus returned all the holy and sacred items that were stolen and allowed them to rebuild temples and capitals. (5)
The government was very free on the rights a person had
If abides by the governments rules they could follow their own religion,have their own customs and trade and from the text i read their was very little discrimination on people under the eyes of the government. (6)
If not, they might face punishments (created fear)
